The globalization is speeding up in the new century, and the development of science and technology accelerates increasingly. Science and technology is No.l productive force. Talents acting as the carrier of science and technology, will become the focus of significantly strategic resource and International competition. The talents play the decisive role in the long-term and continual economic growth. With the further development of economic globalization and regional economy integration, Hefei city has been in an important period of rapid development of economy and society. Talents are the direct power of industrial structure adjustment and innovation capability improvement. As to Hefei city's status quo, the demand of talents increase rapidly, and the available talents cannot satisfy the requirement of development, so introduction of talents has supportive significance to the economic and social development.Based on the external human resource theories and practices, the article analyses the human resource market operation system, human resource market failure theory, talent flow theory, and human capital theory from the aspect of introduction of talents. To solve these problems, government should play the proper role, that is to micromanage and adjust the market by transferring its function and establishing policies and regulations.Developed countries, such as U.S.A, Germany and Japan, had mature experience on the introduction of talents, the experience can be summed up as followed aspects, comprehensive policies to attract overseas talents, modes are flexible and diversified, providing favorable material for talents. Shanghai city and Suzhou city had successful practice on the introduction of talents, which integrated local conditions. It is essential for Hefei city to sum up the experience of the past.At the same time, Hefei city should profit from the oversea successful experience to attract and retain the talents. Although the Hefei city government has made certain achievements on the introduction of talents, there still exist some problems leaning from the current talents situation and the report of introduced talents, including lack of attraction, the effects of motivation policy are not remarkable, and small career development space for talents. In order to consummate the talents introduction work, Hefei city's government should take the lead, and do the following tasks, creating a good living and working environment, innovating introduction talents evaluation system, supporting key industries, and encouraging enterprises to cultivate, etc.
