Improve The Ability Of County Government's Public Service

Over the years, governments at all levels focus on the pursuit of economic growth, neglect or even sacrifice public interests, this lead to uncoordination of social development, economic development and cause a series of social problems. 17th National Congress of the Communist Party clears that, improving the functions of the government system and the public service system, building a service-oriented government. General Secretary Hu Jintao proposed that "inclusive growth" concept in the new situation, emphasizing that the fruit of economic development should shared by all people. Public service capacity is the foundation of service-oriented government, thereby increasing the local government's public service capacity is far-reaching economic and social development. County government as China's primary government is the implementation of the government's public service functions are, county government should set up a public service system, to provide High-quality public services and public goods as their primary duty, and thus make their own functions clear. In the context of transformation, county government should take "inclusive growth" as the goal; improve people's livelihood and public service capacity. The lack of public service capacity of county governments is common now, but the demand for public services is growing, the contradiction between them is the starting point for this study.Firstly, this paper makes an introduction of related theories of public services and the concept and practice of how foreign governments improve their service capacity. On the basis of performance evaluation for the government's public services of Ning Xiang County, on the plight of public services exist for qualitative and quantitative analysis, and separately from political factors, economic factors, social factors and information factors of the plight of the reasons for its existence. Finally, We give the specific measures of how to improve Ning Xiang County's public service capacity, that is, making the county development plan to improve the planning and development capacity; enhancing public services to improve the capacity of deployment of financial resources ;optimizing the allocation of resources to enhance the degree of public ability of efficient use of resources; enhancing the effects of policies to improve public services and public policy execution; improving the public crisis management system to reinforce the capacity of public crisis.
