Research On Improvement Of Public Service In Urumqi County Government Based On The Survey Of Public Satisfaction

In the development of our governing system,government at county level plays an important role.Currently,with the fast construction of service-oriented governance,service quality of county-level government is closely related to public’s recognition of government’s service capabilities,and sustainability ofsociety and economy.Therefore,how to improve the government’s public service level is the requirement of all levels of government in the new era in China.This article focuses on the public service of Urumqi county government,and introduces various theories in the research process,mainly including the new public service theory,and the new public management theory.The study used the method of literature review and questionnaire survey.Questionnaires were distributed to local residents,county and township government staff,and some leaders to investigate their satisfaction with the public services of the Urumqi County government.In order to make the survey results clearer,150 questionnaires were distributed to the public in total and 148 were returned,with a returning rate of 98.7%,which meets the requirements of the survey.Besides,the study also interviewed workers in Urumqi County government and public service-related staff,and finally put the questionnaire and interview results in order.Through analyzing the data obtained,it can be concluded that currently Urumqi County government has public service problems.There is relatively weak public service awareness and insufficient functional transformation;the quality of the cadre team does not match current public service requirements;there are imbalance and dislocation of public service supply and demand and insufficient financial funds.Referring to effective experience and strategies at home and abroad,the study took the improvement of public service capabilities as the starting point,and proposed targeted improvement suggestions,including further enhancing public service awareness,improving public service concept of cadres,and strengthening the overall quality of the cadre team,transforming functions in a timely manner,establishing and improving a diversified public service management system,etc.This paper aims to provide certain reference for the improvement of public service capacity of Urumqi County government.
