Comprehensive service hall in local government is the connection point between local government and local citizens, which is the place that the local government provides direct civic service to citizens. Providing excellent public service is one of crucial aim and contents for developing a service-oriented government. In addition, it reflects the requirements of the government should serve the livelihood of people from 17th National Congress, which is the most direct way that the citizens will be benefit from the reformation of the public service system of Chinese governments. Therefore, to improve the public service skills of government officers has great theoretic and real influence on development of high standard government officers and service-oriented government.With the development of comprehensive service hall of each level of government, the image of concern about livelihood and citizen service of Chinese government is progressively emerging, which makes Chinese people have personal experience on the resolution and pace of transition of public service of Chinese service-oriented government. However, some problem such as service time setting, officer's discipline, the manner of officers in the service of local government"teller"communication are unveiling at the same time.The researcher of this paper took the two-oriented city zone of resource-saving and environment-friendly society—"Changsha, Zhuzhou, Xiangtan"as the demonstrated and representative example, and made a stagged research between government"teller"and citizens. Not only preparing different questions for two groups (government"teller"and citizens"), these questionnaires also designed same questions to reinforce comparison. In comparison with the different views for the same question from government"teller"and citizens, the purpose of this paper is to figure out common consensus and divergence and some existing obstacles to communication when government"teller"are serving citizens currently such as manner problem, low working efficiency, disclosure level of government information, low participation and the lagging of e- government development etc. After determined problems, this paper uses the human resource development theory and administration ethics theory as the guideline, combined with cases, analyzes the dilemma of enhancing public service skills of"tellers"in Chinese local government and figure out these reasons below: First of all, some ideology of official rank considered to be the sole criterion of one's worth has negative influence on public service. Secondly, the shortage of administration system obstructs the development of service skills. Thirdly, the blurring of rights and obligation has negative impact on the innovation of service methods. Fourthly, the complicated working environment degrades the quality of manners. Lastly, according the analysis of case study and database, the researcher gives the effective recommendation from enhancing objective ideas and amelioration of subject condition.
