Reform and opening up30years since China’s economic construction has maderemarkable achievements, but the majority of our grass-roots local government publicservices supply capacity has lagged behind the demand for social and economicdevelopment, affecting the sustainable economic and social development and the vastmajority of improvement of living standards of the masses. Public goods needs of thepublic’s growing with the contradiction between the shortage of supply of public goodsinefficient, has become the principal contradiction of society. Therefore, this paperstudies of grass-roots local government public services, lack of ability to supply the realproblem, and thus the way to new skills with a strong practical significance. First, in thecontext of the construction of public service-oriented government in China, a clearoverview of the literature review of the theory of public service supply capacity, whichsummed up this article valuable theoretical guidance; from a different perspective foundthat the primary local government public service supply capacity performance and itsinfluencing factors, which proposed to enhance the ability to supply the need for analysisof primary local government public services; the final analysis, to comply with thenational conditions of China, the practical enhancement of primary local governmentpublic services supply capacity measures.The research framework of this thesis can be divided into five parts: The firstsection describes the purpose of the study and the background, significance, researchstatus, and this article possible innovation. The second part discusses the specificperformance of the current supply capacity of primary local government public services,as well as deficiencies. The third part of primary local government public services supplycapacity constraints. The fourth part focuses on the upgrading of the need for analysis ofthe primary local government public services supply capacity. The fifth part of theeffective measures to enhance China’s grass-roots local government public servicessupply capacity.
