Research On Capacity-building Of Local Government Service Based On Quality Management

On this dissertation, the quality control of government is an important starting point to services management capacity-building. The main purpose is to present the basic theory of local government service quality management, to construct the appropriate quality management system and to approach the path to implement ate quality management. This paper has implemented the methods" integration and complementary of management science and engineering research and administrative management, which helped management science and engineering research and administrative management to open up new areas and new horizon. First of all, this papers on the basis of the background of topics, topics significance, the review of domestic and foreign of quality management theory research results, this paper further proposed its own ideas, methods, content and possible innovation. The second chapter outlining the theory, the theoretical capacity of the public management theories, public services, service of government and the main viewpoints of quality management, local government capacity, capacity-building for the inspiration and reference and quality management in government, all of which establish the theoretical foundation and theoretical platform structures for further study. The third chapter of this dissertation, In a word, the reason of public service capacity building of the local authority can sum up as exterior reason, internal reason and subjective reason. In the fourth chapter, the dissertation has discussed the situation of public service capacity building in our local government, and explains the accomplishment got by construction as well as the difficulty. The last chapter of this dissertation has discussed current routes of lifting public service capacity in our local government from four aspects. Idea innovation, institutional reform, and mechanism innovation will push forward public service capacity building in our local government. Finally, take example, described the effectiveness and meaning to establish its service quality, and brief analysis its doing. On the basis of concluding the viewpoints in this paper, it further simple discuses the future study direction.
