The Local Government Extravagance And Waste And It's Management

To curb government extravagance and waste phenomenon and strive to reduce government administrative cost is not only the essential requirement of building an economical government and an economical society,but also one of the central topics and a necessary demand for constructing a service and responsible government,and building of a harmonious society.With the deepening of marketing economic and the integrating of globle economic, local government as one of an important part of government administration system, whether it's administrative act save cost or not have significant influnence on the development of our countury's social and economic,the strenghtening of our national power and the maintaining of a stable political.It's nessesity that local governments at all levels and public servents take the lead that to self-commitment the essential endanger of extravagance and waste which bring the whole society great danger as corruption,and then to reform and develope reletive systems and mechanism,as to lay a solid foundation and provide conditions to set up a harmonious society.The author take the building of a resource thrift and the reforming of government managment system as the background,to further analyze various extravagance and waste phenomenons,and face up to it's harm,then to distinguish reasons at a deeper level that cause failed in trying to forbid it,thus,to put forward cuntermeasures to contain the spreading of this phenomenon.This reaserch centred about three questions:firstly,what is the different of the definition among extravagance and waste administrative phenomenon and corruption, showingoff-corruption etc.Secondly,what is the internal baisic root of unforditten of.Thirdly,how to realize personal sense reshape and reform government managnment system and mechenism,to forbid extravagance and waste administrative phenomenon efficiently.That is, firstly,on the bases of distingush the definition of extravagance and waste administrative phenomenon and corruption, showingoff corruption etc.,to define the research area,put forward the criterion,analyze the types and its harm;then analyze the external reason of the spreading of extravagance and waste phenomenons from the perspective of value,ethic and consumers' mentality,and govrnent post consumption system, financial budget system, performance evaluation system and accountability system etc.Finally, pertinently bring forward concrete countermeasures ,that is ,to put forward new birth conception, cultivate economization-based administrative culture, clearly reflect norm, advance government managment system and mechanism reform,develope administrative norm system, set up and amplify the oversight mechanism etc.This study is based on the central government called for governments at all levels actively promote the fine tradition of hard work and thrift ,as to provide new perspectives and ideas to actively build economization-based government and economization-based society ,which will help provide necessary theoretical and improvement recommendations for the reforming of our country's government management system.
