Promote The Standardized Study Of The General Election Of Village Committees

The village committee organization law of People's Republic of China has constructed a system of villager autonomy based on self management,self education,self service and democratic election,democratic decision-making,democratic management and democratic supervision.In this system of autonomy,the village committee is an organization of villagers' autonomy.Villagers elected villagers committees and legality,and expressed the collective wishes of villagers in the election.It can be said that the election of village committee reflects the unity of democracy at the level of value and procedure,and provides a very practical institutional arrangement for rural democratic governance.It is undeniable that after more than thirty years of practice and development,the villagers' autonomy system has achieved certain results.In the practice of democratic practice,the peasants have cultivated democratic habits,improved the quality of democracy and improved the social atmosphere in the countryside.But we still need to see,the villager autonomy system development today is still not perfect,such as the village committee election rigging,bribery election anomie behavior still exists in the general election.The anomie behavior of the changing elections hinders the construction of grass-roots democracy in rural areas,and even to a certain extent disrupts the harmony,stability and development of rural areas.Therefore,this paper will discuss how to further promote the standardization of the election of villagers committees from three aspects of democratization,legalization and procedure.The paper is divided into five parts.The first part mainly discusses the basic meaning and democratic nature of the election of villagers committee,and expounds the theoretical connotation of standardization from three aspects: democratization,legalization and procedure.The second part mainly discusses the problem of anomie and its causes in the election of the village committee.Through the description of the anomie problem and the analysis of its causes,it provides the necessary background and premise for further promoting the standardization of the election of the villagers committee.The third part discusses how to further promote the democratization of the election of the village committee.Democratization is the premise to further enhance the villagers' democratic consciousness and consolidate the foundation of democratic election,so as to enhance the democratization atmosphere of rural political life and provide a good environment for the development of democratic elections.The fourth part discusses how to further promote the legalization of the election of the village committee.Legalization is the guarantee.We should further improve the legislative work and increase the strength of judicial intervention,so as to give full play to the binding role of law and provide guarantee for all aspects of the election.The fifth part discusses how to further promote the procedure of the election of the village committee.The program is a method,each link by further refine the election,the election committee membership,such as refined perfect registration system,perfect candidate mechanism,normative election conference made the election procedures more standardized and orderly,so as to provide a feasible method for the election.
