Development Area construction is a crucial strategic means to promote the reform and opening up and accelerate economic development. The construction and promotion of Development area have made a great contribution to our economic development. Currently, however, the majority of our country's Development Area has suffered Bottleneck of the development. The main reason lies in the mess relationship between DAMC and territorial government. This passage is to discuss the problem between Management Committee and territorial government, starting from their Intergovernmental Relations as well as seek corresponding solutions. The passage includes following four parts:Firstly, discussion of dominant position of DCMA. It has been controversial without clear regulation, which inevitably results in unreasonable relationship between DCMA and territorial government.Secondly, analysis of the normal relationship between DCMA and territorial government. The relationship generally includes three types:power relations, financial relations and administrative relations. However, in our real life, it shows relationship between Command and obedience, manage and managed, guide and be guided.Thirdly, take M development area as an example, analyze the reason of mess relationship between development area's Management Committee and territorial government. The reasons are as follows:low level of legislation; power improperly configured; unclear division of functions; poor coordination.Fourthly, discussion of the way of clarifying the relationship between DCMA and territorial government. Only when we explore the full range of reform and core issues independently and improve the intergovernmental relations in the mode of management continuously, can we make the relationship between DCMA and territorial government a dynamic and balanced relation. The specific channels, including:the normalization of the role of DCMA and territorial government; Clarification of its Responsibilities; strengthened Supervision of Management Committee from territorial government; establishing and improving of intergovernmental administrative mechanism; creation of the mode of intergovernmental relationship.In short, the relationship between DCMA and territorial government should form a sort of dynamic balanced relationship with Stability and predictability so that it can adapt to new economic development and social needs.
