The Intergovernmental Mode Of Cooperation And Countermeasures

To strengthen intergovernmental cooperation between(among) cities is a trend in public administration reform,and it is also a heated topic in current research of science of public administration.It is of great strategic significance to strengthen cooperation between(among) local governments by sharing resources and complementary advantages as this promotes competitiveness of both cities or even of a whole region.In this thesis, the author does some research on intergovernmental cooperation in foreign countries especially developed countries,analyzes the current intergovernmental cooperation type, existing problems and causes,then takes the intergovernmental cooperation between Qingdao and Weifang as an example and finally proposes the main framework,goals and measures for the intergovernmental cooperation between these two cities.This thesis points out building intergovernmental cooperation between Qingdao and Weifang is an important step for further implementing the provincial government's resolution and policy on the construction group of cities in Shandong peninsula and promoting balanced development of regional economy,which is of great importance to promote smooth and rapid development of economy in both cities.This thesis stresses that there are mainly five intergovernmental cooperation models:public affairs administration model based on cooperation in public policy between local governments of the city group,the model of joint administration of economic environment based on the thought of "step back for greater progress" and the principle of "working in conformity,sharing interests and risks", the model of administration of ecology and environment together based on the convergence of administration departments,the model of sharing public service and information through electronic government administration,and cooperation and supply model of local goods of general interest.The author believes that there are mainly five factors which influence the intergovernmental cooperation between Weifang and Qingdao: restriction caused by game of interests in intergovernmental cooperation,limitation of organizational structure in intergovernmental cooperation,displacement of effective coordinating system in intergovernmental cooperation,lack of related laws or regulations, and the irrelevance of current evaluation system and encouragement and reward system. The author proposes goals and measures for intergovernmental cooperation between Qingdao and Weifang,that is,to build and perfect an organization and coordination system for facilitating the regionalization,to share information between the two cities,to promote project cooperation between the two cities,to facilitate the optimization and update of industrial structures by sharing complementary advantages,to build a interest sharing and compensation system between governments of the two cities,and to perfect a scientific evaluation and reward system for government officials of the two cities.
