Civil Servant Law has been enforced in China since January 1,2006. It makes an attempt to change the traditional mode for managing government personnel in the form of cadre personnel system into scientific, sustainable civil servant management system. Among a series of transitions, the modes and methods of inspiring civil servants are of pivotal importance. For many years, people have been undertaking systematic researches on the motivation of civil servants and employed many effective methods oriented towards motivating civil servants. However, given various kinds of posts, it's difficult to maximize the results of motivating each civil servant if uniform method is adopted. Professional and technical posts are very special, but important in their roles in our society.Professional and technical civil servants aren't in the majority, and regarded as non-mainstream, but they are equipped with specialized knowledge, in charge of special posts, engaging in professional work, and playing a very significant part in civil servants. Effectively motivating these civil servants will become an essential and effective way to upgrade performance as a whole. Professional and technical civil servants have very distinct characters as well as basic characters. As a result, we should employ not only common methods, but also different, special ways oriented towards motivating these civil servants.This thesis starts with the description of the development of civil servant system in China, common ways to motivate civil servants and characteristics of professional and technical civil servants, then analyzes and studies common and special methods of motivating professional and technical civil servants based on some practical cases. It highlights the consequences of honor, achievement and challenge as stimuli.
