Reformation of classified management of civil servant has started since 2010, using an integrated management and administrative law enforcement, professional and technical class on the basis of civil servants position classification system and management system basic establishment to improve the scientific level of the management of civil servants, widening the civil servants career development channels, improving the mechanism of choosing and employ ing persons, optimize the distribution of the authority of human resources and administrative operation mechanism, but, there are also problems exist, like careless position classification and comparison, coarse and imperfect system of forming a complete set, the problem such as daily management is still working. After the reform of classification management of civil servants in our country, integrated management and administrative law enforcement will be started, professional and technical classification system of civil servants is still relatively rough, especially for professional technical professional technical training and development system, which are still not perfect, professional technology professional technical contribution degree of social values and the corresponding salary reward system construction don’t match, the professional technical professional technical professional sense of belonging is reduced, unable to fully exert work positive initiative, is not conducive to the continuity and stability of the government started work.This paper on the basis of the theory of modern civil service classification management- that is, the formation and development of human capital theory and the basic theory of modern civil service classification management, at the same time, through the introduction of the background and process of the historical evolution of China’s civil service classification management, introduce the concept of professional and technical class of civil servants in our country. Based on the content of our professional and technical class of civil servants and the description of themanagement of the status quo, clear the practical significance of this research background as well as theargument. Based on the tax system of Shanghai talent development status is introduced, combining with thequestionnaire survey to the tax system of professional and technical talents of professional development, to find aprofessional Shanghai tax system exists in the career development process problems and the causes, the conclusions of the research, the conclusion of the study of improvement measures and suggestions on the tax system of Shanghai talent development mechanism, extended to the national professional and technical class of civil servants talent development mechanism, make some divergent thinking.
