Professional and technical civil servants are the backbone of service-oriented government construction and the transformation of government functions. Strengthening the construction of professional and technical civil servants is benefit for improving the overall competitiveness of the civil service, the quality of personnel and administrative efficiency. The wage of professional and technical civil servants is an important tool to motivate the professional and technical civil servants who strive to improve the skill levels and work performance. However, due to the history, concepts, system defects, the important role of professional and technical civil servants did not receive full attention, professional and technical civil servants wage is performed in accordance with the unified civil servants law. There are many problems for the professional and technical civil servants wage through careful analysis, such as lack of market competitiveness, lack of flexibility wage, the wage structure is irrational, the wage differential is too small, the lack of appropriate salary increment mechanism. Professional and technical civil servants have the particularity of their jobs and personal traits there is necessary to design a new salary structure according to the characteristics of professional and technical civil servants. Broadbanding salary structure is more than one pay grade and salary changes in the scope of re-combination into only a few pay grades and wide changes in the pay range. The new salary structure have some unique advantages than the traditional pay system,such as flat organizations structure, the growth of employees skills, the formation of the market competitiveness of remuneration, promoting the improvement of organizational performance. Broadbanding salary bases on performance, market and staff capacity. The concept, design principles, design process of broadbanding salary are introduced into the professional and technical civil servants wage design. The design focuses on the characteristics of professional and technical civil servants. The Implementation of the broadbanding salary of professional and technical civil servants needs a lot of supporting measures, we should look the wage design as a systems engineering, considering the all aspects, such as the legal system, history, supporting professional and technical civil servants broadbanding salary design.
