The Problems Of Private Voluntary Organizations Working With Local Governments And Countermeasures

As a result of its rapid development and varied values in China over the past few years, private voluntary organization is now taking shape as an autonomous section independent of the state. Study on cooperation between private voluntary organization and local government, is good to strengthen local governance, fulfill quality of public service, and promote a civil society in China. On one hand, this cooperation is under the consideration of ecomical, political, social, cultural, and international aspects. On the other hand, this emerging cooperation, is now facing various problems, such as the need of mutual creditability, lack of leagl status and financial condition, and the effort of interactive practice. Taking Relieve Disaster Foundation (Taiwan's Sept.21,1999 Earthquake) as example, this essay tries to analyse and learn from the specailized roles and coordinated mechanism among government, foundation, and civil socity. Nanjing Amity NGO Develop Center, is a new attempt Amity Foundation tries to create a platform for the communication between private voluntary organization, local government, enterprises and academic communities. The goal of the essay is to discover what lessons that can be drawn from the cooperation between private voluntary organization and local government. Firstly, this essay points out that the basic concepet of equality principle needs to be followed. Secondly, it suggests that "the dual management system" and financial environment should be reformed as soon as possible. Finally, the author analyzes that the continuable cooperation must be strengthened by orderly action between private voluntary organization and local government. As main topic of this paper, the author points out that private voluntary organization should follow the way to government-organized form, in order to effectively fulfill its organizational mission and remould-----relationship with local government.
