In the year of 1994, several Internet projects started one by one. which marked Internet has stepped into our usual life. Though Internet started in China later than other developed countries, its speed and scale are not second to them. Because the information transmits fast, and comes from many sources, more and more people are attracted to surfing the Internet.In recent years, the economic development accelerated, in this process, the interests are very different to the era of planned economy, the public interests diversified greatly, but the current management system of our government cannot meet this requirement. So, the government inevitably clashes with the public in the ruling process. In addition, the channel of the expression of interests has been obstructed in our daily life, the lack of public supervision and a variety of infringement of the rights happen from time to time, people gradually tend to using the Internet, which may hide our identity to protect our rights. In recent years many group incidents are stemmed from the Internet first, and then they get widespread attention before being resolved. If the government still clings to those old ruling concepts, and treats the netizen in the old ways, it will undoubtedly lose the trust of the public. In the long run, the government will not have enough credibility to mobilize social resources. This is not good to our society's development.
