Community Correction System Localization

The community-based correction originated from western countries in early 20 century, after time of years, the community-based correction is considered a penalty of humane economical and democratic. In many countries, the numbers for community-based correction is far more than the numbers for imprison. Many western countries like American,England and Canada , The community-based correction have comparatively complete system of law and working mechanism.The community-based correction is a new thing in China, Since national experimental of the community-based correction started form July, 2003,the numbers of tentative district extended to 25.From the work of tentative district ,we explorated and summaried many successful experience and effective practices, made many effect of law and social. But the localization is in the initial stage, there are many difficulties and problems.This paper focus on the values, concept, domestic demands and development of Location of The community-based correction, to advance the process of the community-based correction and complete the system of criminal enforcement.This essay is divided into four parts altogether:Part one is a preface.
