History shows that whenever human beings suffer setback or for development, would choose a breakthrough in the field of human rights, the full realization and enjoyment of human rights is the common pursuit of mankind's ideals and objectives. Concepts of human rights and the emergence of human rights theory is an important symbol of human civilization and progress. Contemporary diplomacy in the United States to "human rights" as a weapon to achieve its diplomatic goals is a major component of U.S. foreign relations. Such a political tendency rooted in American tradition of religious circumstances and cultural traditions, as well as international and domestic situation at that time.
