In 1959 after the Castro government came to power,and the United States government embarked on a series of hostile policies against Cuba,which made the public diplomacy to Cuba became active.The radio station quickly became an important psychological warfare weapon against Castro and maintained the image of the United States because of its excellent attack ability and powerful infiltration function.In 1960s,the United States set off the first round of the air war against Cuba,but because of Cuba's strong signal interference,the result was not effective.After President Reagan came to power,the United States resumed its tough foreign policy towards Cuba,passed the The Radio Broadcasting to Cuba Act in 1983,which set up Radio Marti.Radio Marti began broadcasting on May 20th 1985 and was immediately attacked by the Castro government,which unilaterally announced the suspension of 1984 America-Cuba Migration Agreement,but didn't interfere with Radio Marti's signal.Radio Marti attached great importance to reporting"news"that the Cuban government did not want the people to know,deliberately discredit the Cuban Government by taking out of context,concealing or disseminating false information,and inciting relations between the Cuban government and the people in order to further promote Cuba's"liberalization".The U.S.government was encouraged by Radio Marti's"popularity in Cuba"and set up a number of similar radio stations against Iran,Afghanistan,and other countries in the Middle East in the context of the war on terror in 21th century,this is the same as Radio Marti's practice of seizing the highlands of public opinion in Cuba,which was all due to serving the national interests of the United States.Looking at the orgin and development of Radio Marti,it was not only the epitome of American public diplomacy to Cuba during the Reagan Administration,but also the manifestation of American hegemonic politics in the Caribbean.
