We are facing the era of the knowledge economy, fast updates of science and technology and continuous influx of large amounts of information promote the development of the organization. The organization is in a rapidly changing dynamic environment, which doesn't only bring the opportunities of the survival and development of the organization, but also makes the organization facing increasingly serious threats and challenges. In the fierce competition invincible situation, the organization must have the ability to self-renewal and improvement, and the main source of vitality depends on the organization of the growing learning ability. Therefore, how to enhance organization learning capability has become the focus of development of organization.Military academies are the main training base for military cadres, and the cadet brigades are grass-roots organizations, which undertake the important task of the daily management of the students, creation of a good learning environment and the advance of their interest and ability. The improvement of the learning capability of cadet brigades is a significant problem of the development of military academic organization. Based on the analysis and examination the data of organization learning capability, this paper puts forward four essential factors of the learning capability of the cadet brigade. They are individual learning ability of cadets, ability to promote communication, ability to overcome barriers and the ability of innovation. Then, for these factors, the paper gives the five factors of cadet brigade, which can influence the organization learning capability by a comprehensive and systematic analysis. The factors are the external social environment, organizational structure, management system, culture and atmosphere and the actors of the cadet brigade. According as analysis of the structural elements and influential factors of the cadet brigade, the paper designs of the evaluation system of cadets brigade integrated learning ability, and gives case studies and rational analysis. Finally, the paper discusses how to improve the comprehensive quality of cadets with integrated education from various facets, namely, the establishment of organizational learning culture and organizational structure fitted with the learning, guidance of the leader of the cadet brigade and the execution of effective learning mechanism.
