Public Crisis Management In Local Government Response To The Problem Of Research

In recent years,along with the reform in our country,the basic contradiction growing,public health events,network public opinion,public crisis such as natural disasters,mass incidents happened frequently.Public crisis has become a modern government administration under normal environment,in the public crisis,the society is facing rumors spread,people panic,news blockade,and many other issues,can quick,powerful,effectively deal with public crisis events,is for the government organization's governance capability and efficiency of the inspection and investigation,is the important measure and reflect the governance ability.Government responded as one of elements of good governance,is the ideal model of relationship between government and citizen,is based on the principle of public interest maximization of social government and the public demands and expectations of an interactive process and the type of system integration.As public crisis management in local government response to the problems existing in the study,for promoting the modernization of China's political system reform and administrative management,strengthen the government and the public interactive cooperation has more important practical significance.This article first from the connotations and requirements of public crisis management,the connotation and function of the government response,the government response to the three aspects in the position in public crisis management research the public crisis management and government response to the related concepts and the relationship between the both.Then,through the investigation and analysis,a large number of examples and data are used to explain the public crisis management in local government response results: one is that public crisis management in local government response system gradually establish;Second,the government's response is increasingly diversified.Third,the government has stepped up its response to accountability.But the study also found that the government needs to improve,the government actively respond to the immediacy of response consciousness weak,the government response to the fairness of the imbalance,the effectiveness of the government response to the problem such as still need to improve.Based on the current problems existing in the public crisis management in local government response to public crisis management theory and the theory of the government response to research,this paper holds that the main cause of the problem is,organizations running stumbles,insufficient effective response mechanisms and regulation and so on three aspects,embodied in department level between the information filtering,departments exist stability self-preservation tendency,lack of institutionalized government response to the platform,the public crisis classification emergency mechanism is not sound,the government response to the lack of effective regulation,government response to the responsibility does not reach the designated position.Based on the above problems and causes analysis,this paper puts forward some strategies for optimizing and improving the response of local governments: one is to reduce the middle level of crisis management;Second,to improve the operation of crisis management;Third,we will build a modernized government response platform.Fourth,we will improve the mechanism for the classification of public crises.Fifth,to establish supervision and assessment of the government's response;Sixth,establish a mechanism for accountability for crisis events.Above,the implementation of the concrete countermeasures for improving local governance level and ability to cope with public emergency,improve and perfect the public crisis management in local government response,safeguard the rights and interests of the people,to establish a good public image,the government public interests has important practical significance.
