The function of encouragement plays more and more important role in the management of modern organization, no encouragement, no effective management, but encouragement is different in different career, even in the different part of same career. Aiming at the actuality of the female civil servant, combination the physiology and physiology of female also and the background of social culture, this passage try to study the measure of female civil servant motivation, influenced by special social responsibility and social psychology, female civil servant cannot exert all powers and potentials, try to improve management to impel female civil motivation, provide safeguard for them. According to the analysis of female civil servant's encouragement actuality, put forward the effective measures: directing the thinking of gender equality in the process of civil servant management practice, improving relative management system ,reasonable duty encouragement, career development guidance , special training, individuation encouragement measures, etc.
