At present, for the civil service, the problem of mental health and stress iswidespread, and it is pay more and more attention from the community. This thesisfocus on the core factors of EAP: mental health education and the working stresseasing. Carried out EAP in practice in order to developing the civil service's attentionfor the mental health, and improve their psychological quality.In this study, a Tianjin administration civil service as the object, to be in theform of a questionnaire to investigate the mental health of employees and pressureconditions, and different demographic variables were compared. Study found thatdemographic variables on mental health and pressure conditions of civil servants havea certain degree of influence, in the results of csl-90 scores between the differenceproject tests show that there are significant differences, such as age, years of serviceand duties, etc. The survey results of working pressure shows that all employees arefeeling the pressure, the subjective feeling of pressure is negative skewness, furthermore, the scores of the working stress are significant differences between the differentgender, age,years of service, and mental health groups.For the characteristics of the staffs'mental health and work stress, the authorconduct the implementation of the EAP, propose the specific implementation steps,and the occupational characteristics of the civil service were analyzed, combined withthe actual situation faced on the the difficulties factor of the process, and from thesocial, system, individual levels, and EAP itself to proposed the countermeasures.Through increased publicity to raise the social concern, strengthen psychologicalevaluation, improve the civil service awareness for EAP, strengthen the internalprofessional training, highlighting the training priorities and classifications, andimprove training incentives,improve civil service management system and othermeasures to promote the EAP to import and conduct in the civil service better. Toimprove the psychological quality of civil service and ease the work stress andimprove the overall quality level of the civil service, to fully carry out theadministrative work of the State and build a harmonious socialist society is veryimportant.
