Recently with Web2.0 concepts and technologies widely used, the government also began to apply these new technologies and new ideas to the process of building e-government. At the same time as the multi-center management to gradually replace the era of the government as the sole governance body, the government governance by network has become the inevitable choice in government dealing with public issues and public affairs process.This article first briefly introduced the related theories about the E-government 2.0 and the Network Governance, then gives definitions for them and assuming the graph between the impact factors . Then the writer promotes two cases, one is the citizen's engagement based on the Website of the Ministry of Commerce of China, the other is the citizen's participation in the Civic Center of Shanghai Pudong District. Based on analysis of these two cases the writer promote the status of Network Governance under the E-government 2.0, the writer finds many problems in the process, such as the level of participation and the trust of citizens is still very low, the understanding of public goals are different, difficult to share the risks of decision-making, performance measurement difficult for the participants, low level of government support. To solve these problems, the writer optimizes the collaborative governance model the interaction process between the government and other participants. At the end of this article the writer proposes some protection measures to make sure the model can operate well under the existing policy environment.Overall, this paper analysis the Network Governance's situation under E-government2.0, and based on this, this article attempts to give some theoretical suggestions about the operation of the Network Governance under the new historical period.
