Guizhou Province entered the aging society in 2003. To the end of 2009, the elderly population in the province reached 5.5 million, representing 13.44% of the total population. This makes Guizhou one of the fast-and-seriously aging provinces; in particular, the phenomenon of left-behind and empty-nested elderly is quite salient. With the changing family structure and size, and the impact of market economy and other factors, the actual capacity of households providing companionship and nursing care for the elderly has generally declined. In the face of the elderly requiring long-term care, many family members feel "the spirit is willing, but the flesh is weak" and even some children's concept of supporting and caring for the elderly is increasingly diluted, all of which are challenging the traditional way that family members provide for the aged. The elderly daily care, disease care, psychological consolation and others affairs are gradually shifting to the community, increasing the demand for old-age services and making an urgent requirement for the development of services for the aged. Meanwhile, Guizhou Province faces a weak economic base, where the establishment of many social welfare facilities has stagnated, leaving many historical debts, and thus faces the difficulty that the service instruction for the elderly are far from meeting the demand for old-age services in terms of both quality and quantity. To solve these problems, the author collected relevant information by questionnaire, interview, literature review and other methods and carried out investigation and analysis in the context of the province's actual situation and population aging on the conflict between the elderly demand for old-age services and the insufficient establishment of the service instruction for the elderly in Guizhou Province, and thereby proposes a view that strengthening the establishment of the service instruction for the elderly is a necessary requirement in response to population aging and currently an important task pressing the government; later by analyzing the social, economic, knowledge, policy and other factors that result in the lagged-behind establishment of the service instruction for the elderly, explores and puts forward countermeasures on how to accelerate the development of the service instruction for the elderly in Guizhou Province.
