Research On The Reemployment Of The Elderly In Jiangxi Province Under The Background Of Population Aging

Ever since Jiangxi Province entered the aging process in 2004 and with the fastened aging process,there have shown significant high-speed aging process and aging trend,increasingly serious empty nest phenomenon,imbalanced regional development as well as aging before being wealthy,which,to a great extent,has produced far-reaching and continuous influence on social development and deep reform.The aging population keeps influencing the economy sector,especially with growing impacts on consumption and investment,labor market,savings and allocation of tax resources.Increasing impacts are also seen in fields such as health care and medical treatment,living arrangement,housing and population mobility.It can be seen in the following aspects,including a)increased pension spending and greater pressure on the government,b)growing aging population and medical expenses,c)reduced working-age population that brings changes in economic development potential,d)changes of the consumption structure as well as reduced saving rate and productive investment rate,e)raised age dependency ratio and changes of family way of aging care,f)change of the ratio between the young and the elderly,and difficulties that challenge the education career in development,and g)growing interest demands of the elderly and arduous tasks in social governance.The aging population will produce direct impacts on the labor market,as a result of which,the reduced working-age population in the future will directly prevent Jiangxi from sustainable economic development.It is of great significance to take relevant measures to promote physical conditions and encourage the elderly with willingness in re-employment to work again.The elderly may not be equal to the young in terms of physical strength and energy,but with the improved medical level,physical conditions of the elderly will be improved.In addition,the elderly are advantageous in knowledge,experience and skills.Especially when aging comes before wealth,encouraging the elderly in re-employment will not only improve their income and living standard but also enable them to make accomplishments and find happiness despite their old age.Based on the analysis of 2000 and 2010 census,however,the large experienced aging resources in Jiangxi suffered from problems such as low degree of education and unbalanced distribution.Also,there was low social participation of the elderly in re-employment,which accounted for only a small portion of all the employed population.The incorrect attitudes to the elderly in re-employment,the absence ofauthoritative agencies for re-employment coordination and management,and the lack of targeted laws and regulations have jointly impaired the enthusiasm of the elderly in re-employment.Foreign countries and the other provinces in China are also making active response to the aging process.Their countermeasures and experience can provide useful reference to Jiangxi Province in dealing with the aging population and encouraging the elderly in re-employment.On the basis of experience at home and abroad as well as the specific situation in Jiangxi Province,the following countermeasures are put forward.First,to change the attitude towards the elderly and create favorable environment for the elderly.Second,to improve and complete the functioning authorities for the elderly.Third,to complete relevant laws,regulations and policies.Fourth,to improve the quality of the elderly.
