Budget Of The Public Security System Performance

Since reform and opening, with the gradually establishment and improvement of the socialist market economic system, the general framework of the public finance has been initially formed in our country. Currently, the management of the public finance has entered a new historical stage that is more focusing on the expenditure reformation. Meanwhile, the society and the public pay more attention on the reigning performance and efficiency of the government. As part of the state apparatus, the public security system shoulders the historical responsibility of maintaining the public order, fighting crime, safeguarding the people's interests and consolidating the state power. Under the general finance framework in our country, due to the limitation of the finance resources, not only do we ensure the funding of the public security system, but also we should be concerned about the employment and supervision of the funding. Therefore, the performance budgeting needs to be intensively studied.The thesis is arranged as follows: Chapter I and II generally introduce the existing research and achievements in the performance budgeting domestically and abroad, and basic concepts, content and characteristics of the performance budgeting. The major content and performance evaluation theory of the new public management theory are also preliminarily introduced in these chapters. The enlightenment that performance budgeting brings to us and the difficulties that we are facing are presented in chapter III. In chapter IV, we systematically introduce the content, current status and problems in the budget management of the public security system. Furthermore, we analyze the existing budget management comprehensively and objectively. In chapter V to VII, we initially propose an evaluation index of performance budget which is suitable for the reality of the public system. We also create a set of evaluation methods, employ analytic hierarchy process (AHP) and logical analysis to conduct a thorough research on the performance evaluation index of public security budget. We take a Public Security Bureau for example, verify the accuracy and rationality of the performance evaluation index and method. In addition, the thesis analyzes evaluation results, gives efficient feedback of the problems occurred in the budget management of the public security system. The analysis and feedback improves the efficiency and effectiveness of the utilization of the funds. Achievements and contributions: In this thesis, by combining the theory with practice, we initially propose the configuration of performance evaluation index for the public security system, design a method of calculating the evaluation system with scientific method. Furthermore, we are capable of marking the evaluation object reasonably. The work lays the foundation for the research of the public security system performance evaluation in future.
