Community correction is a socialized execution. on the basis of summing up thepilot work,"criminal law amendment (eight)" for the first time in the form of basic lawestablished the community correction system in china. The new "criminal procedurallaw" implemented in January1,2013once again affirmed the community correctionlegal status, and to expand its scope of application. In March1,2013the formalimplementation of the "measures for the implementation of community correction" clearthe executive mechanism of community correction, community correction, for deliveryof docking, corrective measures, juvenile community correction, correction oftermination of a complete set of work flow, is to normalize the operation of China’scommunity correction and basis. However, the law does not provide a set of communitycorrection shall complete procedures, procedures necessary to restrict the developmentof the cause of community correction loss, established with Chinese characteristics ofthe community correction procedure, to guarantee the implementation of communitycorrection target, improve the quality of community correction, so as to improve ourcommunity correction legal system.This paper is divided into four chapters. The first chapter outlines the concept, thenature of community correction, applicable object and its significance; the secondchapter on the origin of community correction and its development in our country isbriefly explained. Based on the study of community correction system, in the thirdchapter analyzes the current our country community correction program issues, mainlyin the main body is not clear, interface confusion, application procedures are not strictand so on; the fourth chapter analyzes the reasons of existing problems, put forward theconstruction of China’s community correction procedure is proposed. The introductionof pre-trial investigation procedure, hearing procedure, seamless docking, correct rules,supervision was interpreted.Procedural justice is the guarantee of substantive justice, the construction ofcommunity correction, community correction is symbol of perfect and mature, andcommunity correction must be incorporated into the scope of legislation.
