In recent years, there have been increased unexpected incidents that haveserious impact on social stability. The unexpected incidents occurred in highfrequency in the past two years and have drawn high attention from media andthe public. Press management is the key to crisis management. Successful pressmanagement can mitigate the media and public's negative thinking towards thefailure incurred in the crisis so as to relax the pressure from media coverageand public opinion. Hence, the authority shall review the cross function ofmedia on readers and audience, especially in handling unexpected incidents,which shall be deemed key to survive from the crisis.The Article consists of five chapters. The first chapter of introduction is tobrief the objective, outline and methodology of the research. The secondchapter is to present the theoretical framework of the authority's dealing withincidents, including theory and general contents, which constitutes thetheoretical base of the Article. The Article provides analysis how theauthority deals with press management in unexpected incidents from suchperspectives as press management on legal ground, the communicationbetween the authority and the media, the authority's awareness of makingincidents known to the public and building up of professional pressmanagement team. In view of lack of experience in this regard, the thirdchapter is to analyze the typical cases in our country and study the causes andresults of such lack of experience. The fourth chapter is to introduce someinternational practice in press management towards unexpected incidents for reference. The fifth chapter is to put up some advice and suggestions on pressmanagement towards unexpected incidents.The Article comprises several study methods, i.e. documents study, onsiteinterview, comparison analysis and cases study. Firstly, the Article providesanalysis on theory of crisis communication and communication in respect ofpress management towards unexpected incidents based on the definitions ofunexpected incidents, press management and crisis management, whichdemonstrates strong theoretical basis. Secondly, the Article conveys theoutcome of onsite interview with selected leaders and staff from ShanghaiNews Office and Shanghai Municipal Human Resources and Social SecurityBureau. Thirdly, the Article also presents the comparison with other countriesin press management towards unexpected incidents and analyzes how we canimprove in this regard. Lastly, the Article provides analysis on typical cases forthe readers to have a clear picture on the subject study and provokes morethinking. In addition to the aforesaid, the author has brought up someinnovative views and advices on the subject study based on her knowledge andpractice accumulated in her work in the authority department in recent years.
