The article systematically analyses the reform of personal system relating to leading cadres in government and policy, following the guidance of Marxism Leninism, MaoZedong Thought, Deng Xiaoping Theory and the important thought of Three Represents. It is made up of five parts:Part one Deepening the reform of the system to select and appoint leading cadres in government and party. Selecting and appointing cadres follow the guidance of"Four Modernizations"policy; We should make clear the scientific,democratic and institutionalized aim in selecting and appointing cadres and strengthen it by the right to know, participate, vote and supervise.Part two Establishing and improving the check-up system for leading cadres in government and party. Pursuing the requirement to select someone who has political integrity and ability, we must improve the check-up system for cadres on the emphasis of accomplishment and emphatically examine the five abilities of cadres to elaborate the system.Part three Improving and completing the system to cultivate cadres and the communication among cadres. By culturing high-quality cadres, we must drive to build the learning party and learning society to educate cadres and strengthen the cultivation and communication for cadres by transferring among cadres reasonably.Part four Strengthening and put into effect the supervisor system for leading cadres in government and party. By constructing all-directional, multiple-level and multi-purpose system to supervise authority, we can build the system to prevent and punish it and ascertain the system to supervise cadres by。Part five Revelation of the reform of personnel system relating to cadres in government and party. We can have the following revelation and thought: setting up the appraisal mechanism in quality and quantity; complete the system to vote; establishing and put into effect the supervisor system which is contacted with the connected system in selecting and appointing; improving the system to be held responsible when someone break the rule connected.
