The basic characteristics and requirement of socialist harmonious society isdemocracy and nomocracy, fair and just, trustworthy and friendly, full of vigor andvitality,secure and orderly, and in which man and nature are in harmony. In theprocess of building the socialist harmonious society, the judicial administrative organplays an irreplaceable role of promoting democracy and the rule of law construction,safeguarding social fairness and justice, coordinating the interest relationship,resolving disputes, maintaining social stability and promoting social harmonious, hasthe great responsibility of providing the powerful legal protection and service to theconstruction of harmonious society, aslo is the serious force in the construction ofharmonious society.This paper mainly states that the harmonious society must be a law-governingsociety through the exploring on the judicial fairness and socialist harmonious societytheory. The judicial fairness is the important content of harmonious society,and aslo isthe last line of defense to maintain social fairness and justice.It is the first time to putforward to promote the construction of socialistic harmonious society through thesupervision on the judicial administrative organs and the executive organ system, tofurther provide judicial safeguard to the construction of socialist harmonioussociety.The law will have the meaning of existence only if there is fair enforcementsystem and enforcement procedures.
