German Democratic Republic and Federal Republic of Germany completed the reunification in 1990 at an alarming rate ,and in the form of the unification was that Democratic Germany was in full accordance with the system of Federal Republic of Germany on which built a new federal state .Single from the time point of view, although the two Germanys achieved unity in a short term, the integration of the two different systems is a difficult and tortuous process. The unification of the two Germanys had a profound effect on political, economic, social and cultural. Through the integrated study of the history after the unification, we can make a conclusion that it was the strong social policies, in particular, the implementation of the social security system, had played an important role in trengthening the public confidence,easing the severe unemployment situation and reliefing the personnel poverty,so as to further consolidate the Germany's reunification, and safeguard the social stability.This paper is based on the theoretical analysis , uses the literature research methods, comparative research methods, aIanalyzes the interception of the two Germanys how to achieve the integration of the social security system in five parts.The first part is a introductory, covering topics of the background and significance, relevant institutes at home and abroad for an overview. It puts forward the methods and ideas in writing this paper as well as the research innovations and difficulties.In the second part, it analyzes the differences in the social security system between the Democratic Republic of Germany and the Federal Republic of Germany, giving adetailed description of the contents about these two countries'social security system. In addition ,it also analyaes in-depth of the operating environment and system models in these two different social security system.The third part is the core content of this article, focuses on the security system's process of unification in such two different countries. It provides a detailed discussion about the reunification of the social insurance system, social relief system and the unity of the social welfare system. The fourth part is a study about the issues and impacts arising in the course of the the social security system's integration. As we know, after the reunification, the social security system of Democratic Republic of Germany has to be rebuilt in full accordance with the Federal Republic of Germany. Under the situation of a big gap in the level of economic development and social welfare in the two Germamies, forcing the social welfare level of the Democratic Republic of Germany up to the level of Federal Republic of Germany,which brings about a series of serious consequences,such as the expansion in the State finances and the social security expenditure; labor costs rise; surge in the number of unemployed. All of these negative consequences have led to economic recession as well as the declination in the competitiveness of domestic enterprises.And in the fifth part,it aims at proposing some positive solutions in dealing with the issues which are mentioned in the former parts. Such solutions Include "the establishment of transitional institutions and the Consolidated Fund", active labor and social policy and the social security system reform. After reunification, the German government achieves the integration of these two different social security systems successfully and makes a faster recovery of the eastern part of the economy by taking a number of effective measures, which has made a remarkable achievements in the world.The last part is the conclusion of this paper, after a comprehensive analysis of the German social security system's integration process, the paper aims to put forward some of the reference to China's social security reform.
