Recearch On The Social Rights And Interests’ Safeguard Of Present Chinese Peasants

Sun Yat-sen once said,Chinese problem is that farmers.For this issue, successive leaders of the Communist Party have brilliant expositions.Since the reform and opening up,there are seventeen No. 1 Central Document until January 2015 involved in agriculture,central files also focus on agriculture for twelve years.In modern times,the biggest problem is Chinese rural issues.The key and core of rural issues are farmers,whose core issue is the rights and interests of farmers.This article has a thoroughly study on farmers’ social rights protection issues.The article will explain four subsystems about social security rights, including farmers’ right to freedom of movement, the right to employment, education and social security.But social security rights have rich connotations.The basic development context of the article is that first defining the concept and clearing connotation; next understanding the situation and founding the problems; then identifying the crux and causes; yet at the same time, opening and learning experience from others; and finally proposing ways to resolve the problem.Specifically,the first part defines the basic concepts of social security rights and interests of farmers, a simple analysis of its main content and discuss the importance of farmers’ social security rights.The second part, through carding the major policies since the founding of the party, with a focus on research and analysis of the party and state, routes, policies and documents since the reform and opening up showed that the basic situation of China’s Peasants Social Security benefits,which restriction of farmers’ freedom of movement is gradually relaxed, rural-urban divide employment system is moving towards urban and rural combination, farmers education are constantly improving, social security system covering urban and rural areas was basically completed.The third part, point out that the main problem of the social security rights of farmers stage presence is the social security system construction interests of farmers leaving behind, the poor material basis of social security rights of farmers and lack of self-protection of social rights.The fourth part, find the main problems of our society interests of farmers is that impact of urban-rural dual structure, government responsibility boundaries is unclear, enterprises are lack of social responsibility, the impact of the quality of the farmers themselves.The fifth part, learn the experience and inspiration from developed countries to solve farmers’ social rights.The sixth part,propose targeted measures to protect the interests of farmers social issues to eliminate urban-rural dual structure, promote the integration of urban and rural development; to clarify the boundaries of government responsibility, strengthen service functions of government; and to improve social benefits and enhance their social responsibility; to ensure the dominant position of farmers and improve farmers’ ability and quality.Protecting the interests of farmers is not only related to 900 million farmers’ vital interests, but also related to the sustained and stable development of agriculture and rural areas, stability and development of our society and achievement of the Chinese dream to realize great rejuvenation.
