| With the rapid economic development of Wuhan and the improvement of people's living standards, more and more food waste generated each day.As the yield of food waste is increasing, food waste pollution has become increasingly serious. Food waste poses a great threat to people's mental and physical health and human living environment. How effective management of food waste is facing important challenges not only for the countries of the world, but also especially our country. The main experience of some developed countries is the legislation first and using legal means is the most effective means to manage. However,recycling and disposal of food waste in the legislation faces many difficult issues, such as how to deal with the relationship between efficiency and fairness.The establishment of which system to implement the management of food waste are involved in a series of theoretical and practical issues. And on how to solve these problems, every country has its own national conditions, the solution path and the system of choice is often very different. Wuhan food waste management legislation can not be completely copying foreign legislation, its theoretical foundation is not exactly the same. Therefore, it is obligatory duty for the scholars researching environmental law to research and study the theoretical basis about the legislation of recycling and disposal of food waste in Wuhan and put forward to the theoretically sufficient and practical proposals.According to the fingdings of food waste management in Wuhan,based on reading many documents at home and abroad, combined with the relevant datas on food waste in Wuhan,by the multidisciplinary research methods,this paper systematically elaborates the theoretical and practical basis of legal system about recycling and disposal of food waste and the construction of the related legal system,expecting to play a role in guiding the legislation about recycling and management of food waste in Wuhan. |
