Study On Waste Electrical And Elecronic Product Recycling System

With the rapid economic development, people’s living standard has improved, however, numerous household appliances update more and more quickly. Lots of the products are eliminated for having been reached the service life or can not meet the needs of consumers, thus there have generated a lot of e-waste all over the world. At the same time, the effect seemed especially badly because of this kind of rubbish is usually easy landfill or even directly exposed to the ground. Governments and relevant scholars pay high attention, and have carried out a large number of theoretical research and practice.Nowadays, many developed countries according to the system of extended producer responsibility to establish a recycling system of waste household electrical appliance, greatly accelerated the recovery processing of waste household appliance. Based on China, the waste home appliance recycling system is not perfect, although our country has promulgated a series of laws and regulations, such as "Circular Economy Promotion Law" and "waste electrical and electronic products Recycling Management Ordinance"(Draft), in order to clear the body of waste household appliance and related responsibilities. Yet, because of this field still belongs to the starting stage, for the reason that there are a lot of problems and has high research value. Thereupon, this paper through the analysis of the practice of the system of extended producer responsibility theory research and several developed countries waste household appliance system, to strive for the establishment and perfection of the waste home appliance recycling of our country.The author analyses the basic theory of waste home appliance recycling system which is the system of extended producer responsibility. This paper describes the background, concept and theoretical foundation of the system of extended producer responsibility with a lot of space, in order to solve the responsibility of recycling of waste home appliances. Through the study of comparative analysis of several countries in the international waste home appliance recycling mode and three kinds of waste home appliance recycling mode, puts forward measures in line with our status of third-party enterprise recovery mode. Allowing appliances producers, appliance retailers and third-party logistics enterprises play an important role in waste home appliances recycling process and use their respective advantages, cooperation complementary to complete the recovery process. At the same time, the author also analyzes the obligations of recycling to consumers, and explore the different producers and consumers recycling obligations that is producers bear the direct recycling obligations and consumers bear the indirect recycling obligations, also discusses the costs of consumer waste home appliance recycling.The author is not a solid theoretical foundation, only pray for my own limited knowledge of waste home appliances recycling field would be a meaningful contribution to our country.
