China is a very grand country which has huge production and use of electrical and electronics. With the rapid development of electronic industry and information high-tech industry, electronic products are replaced faster and faster. Meanwhile, e-waste in developed countries repeatedly invades China, which definitely speeds up the scale of e-waste in China. E-waste contains many hazardous substances, if not timely, reasonable recovery and treatment, will produce a series of environmental and resource issues, and as a result will hurt human health. Since China has not established a standard and unified e-waste recycling system, the Chinese e-waste recycling problem stands out. Residents lack knowledge on e-waste, e-waste recycling disorder, non-qualified small businesses and family workshops rampant, e-waste pollution is serious. Such range of issues underscored the absence of government management.Government as the first duty officer for environmental protection is fully responsible for the establishment of e-waste recycling system. Based on the Chinese e-waste recycling system status analysis, the use of economic theory such as market failure, externalities and public products, the thesis demonstrates the necessity and importance of the government management on electronic waste recycling. This thesis also analyzes and discussed the responsibility that government should take in the environmental protection and e-waste recycling management, through the example of Shanghai Pudong New Area. Through the elaboration and analysis of e-waste recycling management of government responsibility, the thesis put forward:In China, the government should establish a unified standard of the Chinese e-waste recycling system. Based on this system, the thesis points out what responsibilities the Chinese government should take in the establishment of e-waste recycling system. First, the responsibility of system setup, to clarify Extended Producer Responsibility and electronic waste recycling tax system; Second, the government's legislative responsibilities, with "who produce, who sell, who use, who pay" principle of equal rights and obligations, clarify the duties of manufacturers, retailers, consumer, and improve supporting measures; Third, the government organization responsibility, to establish and operate effective recycling agency, the establishment of recycling network, civic awareness of environment protection; Fourth, the government's regulatory responsibility, the government should monitor the entire electronic waste recycling system, strengthen the supervision of the government itself, consequently e-waste recycling system can operate effectively. |
