Since the concept of psychological contract has been proposed, its theoretical value and practical significance has been widely recognized. Psychological contract has been a hot issue on the organization behavior and human resource management research. Psychological contract in the field of enterprise research has been more widely used. It has opened up a new path for the development and management of human resources. The psychological contract between public sector and corporate sector is very different, since the public psychological contract research is not much, exploring the psychological contract under the transformation of government's function has great significance.The psychological contract of civil servants refers to the government organization and civil servants, it has been main perceived as implicit, dynamic and undisclosed mutual expectations, affecting the conduct of civil servants, working attitude and working enthusiasm. In 1993,Chinese Government promulgated the" Temporary Statute of Civil Servants", after 10 years of practice, the civil servant management system framework has been basically shaved. But along with the social economic and political changes, the psychological contract of civil servants also need to constantly update, otherwise it will lead to psychological contract breach or violation phenomenon. So it has more theoretical value and practical significance for this study.The literature firstly summarized psychological contract and the psychological contract of civil servants. After this, the influencing factors of civil servant psychological contract were analyzed. Then the thesis analyzes the change of psychological contract of civil servants under the transformation of government' function. At last, this paper puts forward the principle of reconstructing the psychological contract of civil servants, pathways and processes, and proposed the use of psychological contract concern and the restricted factors.
