Non-leading members of the civil service is the main part of the civil servants in our country, they are not only the screws of the government departments machine, but also the direct link between the government and the masses. If the examination on non-leading members of the civil service is effective, it is important for the government departments to improve the work efficiency, enhance the capacity of policy implementation, enhance public satisfaction, optimize the government image.In 2007, Organization Department of the CPC Central Committee and the State Ministry of personnel jointly issued the" civil service regulations (Trial)", the non-leading members of the civil service examination of the basic principles, contents and standards, procedures, results and related issues for comprehensive regulation.Later, various places, each department for non-leading member of the civil service examination undertook active exploration, summed up a lot of useful experience.But in reality, non-leading members of the civil service examination still has many problems, evaluation of efficiency is not high, which need to be solved urgently.In the understanding of Chinese scholars on the civil service examination questions on the basis of research results, this paper using the methods of literature research and case study method, combined with the author's practical work experience, pointed out our country non-leading members of the civil service examination problems. In depth analysis of the civil service examination efficiency influence factors, from the legal and institutional factors, cultural factors, the characteristics of the work itself and technical factors of non-leading members of appraisal efficiency low reason. The composite from the official examination system in ancient China, from the United States, the United Kingdom, France, Japan, Singapore and other developed countries, the civil service examination system and the modern management theory, try to put forward to establish scientific development concept, perfect the evaluation system of examination, perfect assessment index system, improving examination methods and attention to the use of examination results in 5 countermeasures, I hope to further promote our country non-leading members of the civil service examination results.
