Performance evaluation of non-leading members of the civil service is conducive to improving the overall efficiency of the non-leading members of the civil service,and further stimulate the enthusiasm of non-leading members of the civil service to gain achievements.With the wide application and importance of the assessment results,non-leading members of the civil service who occupy the majority of civil servants pay more and more attention to the assessment results,so it is particularly important to complete the performance evaluation of non-leading members of the civil service well.Quanzhou has some exploration on the performance evaluation of non-leading members of the civil service.In 2017,it adopted a quantitative evaluation method and achieved certain effects.However,there are still many problems that need to be considered and solved.This paper adopts literature method,participatory observation and interviews,introduces the present situation and achievement of the performance evaluation of non-leading members of the civil service in Quanzhou,explains the problems existing in the performance evaluation of non-leading members of the civil service in Quanzhou,and analyzes the reasons for the problems.It also summarizes and analyzes Qingdao,Shenzhen,Chengdu which have already made useful reference to the performance evaluation practices of non-leading civil servants.On this basis,it puts forward some suggestions for optimizing the performance evaluation of non-leading civil servants in Quanzhou.With reference to Quanzhou's current performance evaluation form and standards of the departments directly under city government,the paper establishes and improves a quantifiable,assessable and evaluable performance evaluation index system that can reflect different job characteristics and different job responsibilities.Under the guidance of the Goal-Setting Theory,the performance evaluation index system takes "morality,ability,diligence,performance,and integrity" as the assessment contents,and focuses on the "performance" evaluation;Using the SMART principle in the KPI theory,we set up first-class targets and second-class targets respectively.The first-class targets are macroscopic assessment goals,and the second-class targets are quantifiable.The quality,ability,performance and quality of the non-leading members of the civil service shall be roundly assessed by combining the self-assessment,the target evaluation with the deductions.The study is an exploration of the performance evaluation of non-leading members of the civil service in Quanzhou,and offers a reference solution for non-leading members of the civil service.It will further encourage cadres to gain achievements.
