Research On The Public Relationship Crisis Management Of Police Organs

As the deepening reform inside the police organs in China, the public crisis happens frequently in the police organs under the complicated environment. Those public crisis incidents is a major test to the police organs' comprehensive ability, as the response speed, the coordination ability, the communication mechanism and the service condition, and etc.. As the provider of social and legal service and the executor of legal affairs, it becomes a significant and complex task to test the police organs' law enforcement ability and complicated situation handling ability, by the way that the police organs how to prevent, and deal with the public crisis. The police organs' public crisis management ability, as one of the components of the public crisis management system, is also an essential index to measure the level of public crisis management ability in contemporary police organs. In public crisis outbreak stage, whether the police organs can rapid remediation crisis, minimize crisis credit loss and accelerate the promotion of credit recovery or not, is not only an important factor that affects harmonious society construction, but also the most realistic challenge that the police organs' public crisis management ability is facing.China is in the historical period of building a comprehensive well-off society , which is also the multiple stage of public crisis. However, the police organs still exist many deficiencies in dealing with public crisis, such as: lack of the adaptability, inadequate of the response mechanisms, poor communication of the police departments between upper and lower level and the departments at the same level, weak of integrated risk assessment in police organs, and etc.. This paper takes the 4R model of crisis management theory as a reference which is proposed by the United States famous crisis management expert Robert heath. This paper analysis the public crisis management ability of police organs to deal with the public crisis and puts forward some suggestions. It has a quite important theoretical and practical significance on how to construct the most reasonable structural system and how to improve the ability of the public crisis management of police organs.
