Survey And Analysis On Home Care Services For Elderly In Wenzhou

The old-age security is the core content of social security system, including the endowment insurance and welfare, etc. Old-age security system plays important roles for preventing elderly poverty from risks, ensuring national basic life, and promoting social fairness and stability.Pension services meet the needs of an aging society, alleviate the burden on families, improve the elderly quality of life, and relieve the pressure on social security. Even more, pension services can provide more jobs, promote health care services and the development of the national economy. Establishment of home care service corresponding for economic and social development level of China is necessary to support the social security system.This paper focused on the elderly home care services. Here, we first analyzed the degree of population aging, the distribution of the elderly, the economy conditions and social security of the elderly in Wenzhou City. The conclusion is that:Wenzhou is a relatively high degree of aging cities; elderly population mostly located in rural areas; the rural elderly are living longer; the elderly of major income is from other family members or pensions; the average state of the economy is not high; disparity of income is great between rich and poor bigger. According to the age structure and distribution of the elderly of Wenzhou City, age classification random sampling method was taken to investigate the physical condition of the elderly, and found:the higher age was, the worse self-care ability and health status was; the female elderly had more self-care ability and physical condition than the male of the same age; self-care ability of elderly people in rural areas was more so.Pension way of Wenzhou City was investigated, and found that:the elderly living alone or with their children was still the main form of the family pension; there were more elderly people want to live alone, but with aging, they hoped to live with their children; the elderly who can't achieve their hope to live with their children were worried about sudden illness and care after ill. Thus they are the important objects of home care service.Facing to the problem of aging, the government and community has become increasingly concerned about issues of aging. Demand for home care services was surveyed, and the results are:the urban demand was greater than in rural areas; the demand of the older elderly was greater than younger elderly; home care services need depend largely on the physical condition of the elderly; home care service needs of the market potential was huge. In services, the demand for household and health care services was common. The paid chatting services were excluded by the vast majority of the elderly.A home care service system has initially been established in Wenzhou, however, satisfaction of older persons was still not high. The problems for that were:less service content, lower degree of specialization, imperfect management system and so on. The fundamental reason lied in the absence of government functions, the lack of funds, and the lack participation of non-governmental organizations.From domestic and foreign experience in the pension services, combined with characteristics of Wenzhou, the corresponding strategy are:the government should provide security system and financial; the allocation of service resources should be rational to provide high-quality, diversified services; family members were trained as family care resource integrated by volunteers and private sector; the mechanism of the operation should be improved; the regulations, policies, and financial support should be strengthened.
