Government Performance Evaluation booming in the West, the Government of China is also carried out with the level of different forms of assessment activities in various fields. But the county-level Performance Evaluation is rare. Power system of county government in our country is in a very important position. Most of the county government administrative behavior and the people's interests are closely related. But in real life, the county government's performance is unsatisfactory, bureaucratic, inefficient work, the county government public crisis often occur to improve the performance of county government imminent, so the county government building performance evaluation model is significant.For these purposes, using methods of literature research, social investigation, this paper summarized the law in order for the pilot counties in the County of county government, county government attempt to explore the comprehensive performance assessment model. The paper includes five parts. The first is county government and the performance evaluation system based on the theoretical basis. This part of the County primarily for the performance evaluation model provide a theoretical basis for empirical research; the second is the status of performance appraisal county research, the status quo through research, to find the County problems in the current assessment model for the County to build new assessment model provides realistic basis. The third is the overall performance assessment model Zhongyang County Government Building.
