Ratification by the CPC Central Committee, the Supreme People’s court has three rounds of judicial reform, clearly put forward "to establish a scientific, unified the judgment quality and efficiency evaluation system" of the target, evaluation set the tone for the court system to carry out performance. Priority among priorities for the90%cases of grassroots courts and80%judges number into performance evaluation, but the courts at the grassroots level of existing performance evaluation model has many defects, which needs to be reformed to improve.In this paper, based on the Balanced Scorecard theory, a case study of choice of A county court in Fujian province. A county court existing performance evaluation mainly on the inside, external, the three modes of operation, the relative chaos, not reasonable, affected by various factors, there are many problems. Because the Balanced Scorecard based on science, it is necessary to introduce the performance evaluation model of A county court, scientific and effective to further enhance the A county court performance evaluation.Firstly, this paper introduces the Balanced Scorecard theory and practice at home and abroad, and then introduces the Balanced Scorecard into the court performance evaluation and correction factors; Secondly, analyzes the basic situation and the court performance evaluation status of A county, influencing the factors and existing problems; Thirdly, design the performance evaluation model of A county court with the Balanced Scorecard. To further clarify the core values, mission, vision and strategic goals of A county court, then, according to the SMRT principle from the image of justice, judicial efficiency, internal management and learning and the four aspects of the design development, the Balanced Scorecard is a set of A county court card performance assessment model, and use the Delphi method to determine the importance of each index. At the same time, use the Criminal court and criminal trial judges as an example, design the specific of the Balanced Scorecard in A county court’s departments and individuals; Finally, from implement, the strategic map index weight setting, the cost, under the existing system integration and so on, this paper analysis of the implementation of A county court the Balanced Scorecard performance evaluation model of possible obstacles. In view of the possible obstacles, this paper from striving for the leadership and staff worker’s support, strengthen the manpower and capital investment, perfect the system and technology, strengthen data and process supervision, optimization and evaluation and feedback application put forward five measures, in order to have the certain reference significance to design the performance evaluation model of the base court.
