This research mainly discusses the relationship between grass-roots civil servants'personality and job performance, just like fulfill the duties and obligations in the government's management, which are closely related to the whole government's performance. Moreover, the grass-roots civil servants' job performance which are directly to the government's administrative efficiency show whether establishing good image in the public. It also proves whether we have a harmonious society which performs effectively. Therefore, in governmental reformation, it has become the effective operation to use the scientific and effective way to select the civil servants who have good qualities.The subjects in this article are the grass-roots civil servants. In order to help government predict job performance clearly, this paper main probes into the relationship between grass-roots civil servants'personality and job performance. Meanwhile, it also provide a basis for selecting civil servants reasonability and effectively. This paper mainly adopts the research methods of questionnaire survey. It accords establishing personality and job performance scale to determine personality and performance indicators. Personality questionnaire which stems from the NEO-PI-R personality test scale that was compiled by Mcrae and Costa is recognized as one of big five personality scale in the current academic circles.The sample comes from some villages and towns in Xin Fu area in Xin Zhou in Shan Xi province. The author issued 180 questionnaires, and then the 164 total valid questionnaires were returned. After making questionnaires, the author analyses the relationship between the personality and job performance. Results show that the personality will be able to predict grass-roots civil servants'job performance. Moreover, it also indicates the forecast degrees about relation performance are higher than the task performance. Meanwhile, neuroticism, extraversion, agreeableness, conscientiousness in civil servants' personality dimension can predict relation performance. Agreeableness, conscientiousness, extraversion, openness can predict task performance. Grass-roots civil servants'conscientiousness, agreeableness, extraversion have a greater effect on the whole job performance.
