So, in this article, the author takes government administration from the social management as an entry point and Barnard's collaboration theory as background information, according to the new social organization is divided into non-profit social organizations and the economic social intermediary organizations, the author make surveys and interviews for these two types of organizations in Taiyuan. Investigates Taiyuan's new social organizations'problems in the developing process, and analysis the root causes of problems deeply. Finally, the author though analysis the causes, combine with contemporary new society organizations which play an important role in the new social management pattern, then point out the practical recommendations and measures for government supervises new social organization.
