| While the people's courts at various local levels exercising judicial power independently, there are judicial corruption and infringements on social fairness and justice, which will cause non-authoritative laws. According to Constitution of the People's Republic of China and related laws and regulations, people's congresses at various local levels, which is the local organs of state power, create and supervise judicial organs at various local levels in line with the people's authorization. This power, which is called the trial surveillance of local organs of state, has legality, indirection, after feature and authoritativeness. Reviewing and summarizing the legislation history of the power, there is some achievement as a whole. However, there are existing problems in the basic theory, the current legal system and practice for some reasons.
