New Rural Construction Party Members Under The Suburb Of Moral Development In Rural Areas

Content: New socialist countryside construction is a major strategy of development established by the party central committee and the moral construction of party members is the important task to construct new countryside, thus causing the attention of scholars in the theoretical circle. With the reform opening up, the gradual establishment of socialist market economy. China has undergone tremendous changes, especially in the rural areas. Meanwhile the rural areas have suffered unprecedented social impacts. Profound changes have occurred in farmers'ideological concepts, including in the rural party members', but also there are some discordant voices. And the impacts are even more dramatic for farmers in the forefront areas of rural development, in which the concepts of rural party members as a special group are evolving in the suburbs. In the socialist market economy, some rural party members have relaxed their moral and ideological transformation and improvement, leading to moral decline and anomie in them which are not optimistic, thus seriously damaging the party members'image and authority in the eyes of the masses, and weakening the guiding role of the rural party members to the masses in moral education in the suburbs, so it is urgent to carry out moral construction of rural party members. It is both a necessity to consolidate of grass-roots party organizations and is also an inherent requirement to build a new socialist countryside. New countryside construction and rural party members'ideological and moral construction is not a simple causal relationship, it is interactive too. From the view of new countryside construction, rural party members'ideological and moral construction is included in the goals of the new socialist countryside construction. Therefore we should pay attention to the study of rural party members'moral construction, explore the effective ways, approaches and long-term mechanism to build up moral construction of rural party members, and enhance the cohesion and fighting force of rural party members in the suburbs so as to provide a strong ideological security and intelligence support for the new countryside construction and to foster a group of rural party members who are progressive, honest and warm in the suburbs and a core of leadership in grass-roots party organizations.In this paper, the moral construction of rural party members under the new countryside construction in the suburbs is studied. The thesis consists of three parts. The first part is mainly about the characteristics of rural party members and the need of moral development. The second part is about the present situation and problems of moral development of the rural party members. The third part talks about the countermeasures of moral development of rural party members under the new countryside construction in the suburbs.The first part is from the definition of rural party members to extract the characteristics of the rural party members and from moral construction and its functions to sum up the importance to carry out moral development of the rural party members in the suburbs, which is a guarantee to improve party members'self-cultivation and to develop smoothly the new countryside construction. The second part summarizes the basic methods, means and standards of rural party members'construction by narrating its current situation to further analyze the problems of the moral construction of rural party members, its specific organizational leadership and the four problems in guiding principles. The third part talks about the countermeasures to strengthen the moral development of rural party members under the new countryside construction in the suburbs and macro summarizes the guiding ideology, system construction, leadership system, and long-term mechanism construction measures in four areas, with emphasis on the detailed and profound discussion of long-term mechanism to establish rural party members'moral construction. Through exploring the six mechanisms in establishing management system of moral development, education system of moral development, evaluation system of moral development, supervision system of moral development, rewards and punishments of moral development, and external sanctions of moral development, the thesis provides a set of operative development mechanisms and guides the moral construction of rural party members under the new countryside construction in the suburbs, which is also the essence and innovation of the paper.The moral construction of rural party members in the suburbs is not easy, and it is a long-term system which must be in accordance with the requirements and integrate into the new countryside construction. Of the concrete moral construction, it must adhere to the guidance of Marxism, adhere to the guidance of theoretical system of socialism with Chinese characteristics, adhere to the guidance of socialist core values, through the efforts of theoretical circles, party cadres and the masses, especially the efforts of rural party members to promote the moral quality of rural party members and better serve the new socialist countryside construction.
