Studies Of Improving Implementation Ability Of Grass-roots Government

Improving implementation ability of grass-roots government is an important guarantee of promoting the policies formulated by the state government and the local governments that can benefit both the state and the people. It is a necessary measure of improving the public credit and rally point of our government and it is also an important basis of improving the implementation ability construction of the government. Now, our country is in the high-speed development stage. Stable political situation and a high-speed development economy are inseparable from the strong implementation ability of our government. But at the same time, implementation ability of some grass-roots governments is very weak and some executive subjects are lack of moral quality. They usually contort the essence of the state policies and additionally implement the policies. In this situation, if the CCP wants to improve the ruling ability, build an efficient and uncorrupted government and benefit all the country, it must improve the implantation ability of the grass-roots government according to the changing of objective environment. By using standard analysis, systemic analysis and literature analysis, this essay makes a theory definition of implementation ability of grass-roots government from the perspective of improving it. This definition will provide a theory basis for the research in the future. There is also another in-depth study of how to improve implementation ability in this article; it will provide a referenced mode to the governmental officers.There are totally five chapters in this article. I expatiate the status quo and the problems of implementation ability of grass-roots government in China and point out the cause of formation. These reasons are distempered system, abnormity operation, complicated organization, interrupted operations, distempered supervision system and low quality executive subjects. Then I bring forward some measures to improve implementation ability of grass-roots government like building efficient grass-roots governmental implementation system, improving grass-roots governmental implementation process, strengthening supervision and review process and cultivating grass-roots governmental implementation quality on the basic of using for reference of foreign advanced experiences.
