Since the implementation of China's reform and opening up policy, large amount of young and middle-aged rural labor force goes out for non-agricultural jobs. As a result, rural women become the leading force in agricultural production. Shandong Province is a typical agricultural province with a large agricultural population. To build a powerful province both economically and culturally, we must accelerate the building of new countryside and transfer Shandong from a large agricultural province to a powerful agricultural one. Developing rural female human resources, constantly enhancing the overall quality of rural women and stimulating their creativity is of great importance to speed up the building of new countryside and boost the construction of a powerful province both economically and culturally. It is not only an important way for rural women to realize their civil rights but also a basic method to achieve gender equity.Shandong is rich in human resources and produces many talents. With its sound foundation and typical features in human resources development, Shandong serves as the representative for other provinces in China. With the acceleration of the building of a powerful province both economically and culturally and the comprehensive implementation of the strategy of "building a powerful province through human resources development", female labor forces witness robust development in Shandong Province and play an innegligible role as "half of the sky". In the building of a powerful province both economically and culturally, there exist unprecedented challenge in the development of rural female human resources and many new circumstances and problems. So it is very important to study the topic of rural female human resources in the new era. Taking Shandong Province as an example, this paper combines the theories of human resources development, politics, organizational behavior and sociology, adopts the methods of questionnaires and data analysis and does some research on the topic of rural female human resources development. By analyzing the current situation, characteristics and factor hindering rural women's political participation, this paper puts forward feasible measures and suggestions in hope of providing some reference to further boosting rural female human resources development, raising the social status of rural women and better playing women's rule in building new socialist countryside.This paper bases on the situation of Shandong Province and analyzes the relevance between developing rural female human resources and building a powerful province both economically and culturally. Starting from the important role of rural female human resource development in building new countryside and a powerful province both economically and culturally, this paper elaborates the significance of research on rural female human resources development. It focuses on the interactive relations between rural women's role in developing modern agriculture, participating in self-governance of rural residents, promoting family harmony and safeguarding social stability and the building of a powerful province both economically and culturally. By special survey of 30 villages in three different counties (cities and districts) of Shandong, this paper adopts the methods of systematic analysis, differential analysis, qualitative analysis, quantitative analysis, micro-analysis and macro-analysis, comprehensively analyzes the current situation and characteristics of rural female human development in the three different areas of Shandong, summarizes the focus and difficulty and analyzes the problems and causes in rural women human resource development. This paper analyzes the factors hindering the development of rural female human resources from the following four aspects:the bondage of traditional culture, lack of law and regulation system, weakening of the function of women organizations and restraints of the quality of women.Guided by Marxist view of women, this paper adopts the theory of human resources development and theory of gender and development, focuses on the existing problems and puts forward measures on developing rural female human resources in the building of a powerful province both economically and culturally, which is to build and improve the system for rural female human resource development. The frame of this system includes: government responsibility system, social service system, education and training system, multi-channel and multi-layer financing system. The contents of this system are as follows: women education, building and improving the investment mechanism, building a social support network for rural female human resource development, building supporting facilities for education and training and strengthening rural grass-root organization building. The creativity of this paper lies in that it adopts the sample survey and statistics method, gives a deep analysis of the current situation and problems of rural female human resource development, and puts forward feasible measures and suggestions suitable to the situation in rural areas. Especially this paper gives creative suggestions on building and improving the system for rural female human resource development, which blesses the research with more reference and application value.
