A Study On The Development Of Shaanxi Female Village Officials And Capacity Building

The action which promote women’ participation in the villagers has passed a century since the 1995 World Conference on Women in Beijing. In China,the content which rural women’s participation in rural grassroots governance has increasingly paid the government’s attention,and it has become the important action which the social forces promoting among the government，women’s federations and the emerging women’s organizations. Now,it has made great progress. Some outstanding women have been part of the rural politics and participated in the management of village affairs. While due to many reasons,they have varies problems to face. In this case, it has an important significance to the development of the village and women by having an investigation into the the female village leaders’ condition of development and discussing the path of their ascension of capacity.This thesis focus on the female village leaders that the vulnerable group in politic from the gender perspective. It makes a research for analyzing the present condition of the female village leaders’development by the theories of social support and ecological system, range of the female village leaders of trainees in the "Zhanpu Plan". The surveyed female village leaders are from Yanan, Yulin, Baoji, Xianyang, Weinan, Hanzhong, Ankang, Tongchuan and Shangluo,in Shaanxi province.According to the survey,it analyzes and researches in depth for the results depending on the support elements which I refined from three dimensions which are micro dimension, the mezzo dimension and the macro dimension, digging out the reasons that influence their development by using the documents, questionnaire and interview.Finally it puts forward the rationalize proposals from the three dimensions to promote the development of the female village leaders, maybe it can provide reference for the construction of the village governance ability of female village leaders.
