Urban Community Security Service Research In Terms Of New Public Service Theory

Public security of cities is facing the unprecedented challenge; people have paid more attention to pubic security. The community is the basic environment of living and production and the social movement and management Fundamental unit. The community is the quite centralized place that reflect the public opinions, different kinds of contradiction and question with the progress and development of the society, people have gradually realized the important role of the community, especially in the maintenance of social security, and promotion of social harmony, how to promote the level of the community public security service which adapt to the urban economy, politics and the cultural development, has become the important issue to study.As a public article, security service of the community is provided mainly by a state monopoly in our country, with the development of economy society, the factors in the country society such as the gap between rich an poor expands, the increase of transient population, have caused the public security to present the characteristic of complication, disorder and uncertainty. People need rich and diversification to social order, it causes that security service is under-supply; the poor efficiency contradiction is also gradually outstanding. Specifically this problem, according to New Pubic Service theory, the article analyzes and studies the security service of the community connotation, the problems and causes of social order in current rural areas use the experience of other countries for reference, the article discusses how to make the public security service of community better. Attempt to propose upgrade the security service ability of city community and the specific countermeasures. I table a proposal of valid measure that promotes the level of public security service of the community.
